Jackson Township Enacts Ordinance to Protect Children

The Township Council created an ordinance recently requiring all township employees and any person who uses township property and who work with children to undergo criminal background checks and sex offender checks.

This step is a good protection for the children of the township who attend Rec or play organized township sports. Parents can now have peace of mind that the people working with their children have passed these background checks. More information is in the Tri-Town News.

Vetting convicted sex offenders may be a sensible precaution, but it only vets convicted offenders. Most sex offenders once convicted do not re-offend, I know that is hard for some people to believe but it is true. (There is of course among sex offenders a minority of very dangeruous recidivist offenders). Most sexual offences that will be committed anywhere in th eworld in the next year will be committed by people who have no known previous history of of committing sexual abuse on children. Most sexual abuse of children will occur in their own home or will be carried out by trusted relatives and friends of the family - it will not be done by public employees in playgrounds or schools. Many children abused in public playgrounds or schools will be abused by other children or adolescents and not by people working there. So while vetting for convicted sex offenders does something to increase childrens' safety it really does little in terms of the total risk to children of being sexually abused.
